РЕТКЛІФФ, МОСКВА І ЗЕЛЕНСЬКИЙ: ЩО НАСПРАВДІ ВІДБУВАЄТЬСЯ?

Станом на ранок 23 вересня вже можна говорити не про одну дивну зустріч директора ЦРУ Джона Реткліффа із Зеленським в Ірландії, а про цілу послідовність американських контактів із москвою та Києвом. Але найважливіше — не перетворити цю послідовність на красиву, проте недоведену конспірологічну схему.

25 серпня Реткліфф здійснив неанонсований візит до москви. Це був перший відомий приїзд директора ЦРУ до росії після місії Вільяма Бернса у листопаді 2021 року. російська сторона підтвердила, що Реткліфф зустрічався з керівниками спецслужб рф, але не з Путіним. Сергій Наришкін назвав переговори “робочими” і відмовився розкривати їхній зміст.

Водночас джерела Reuters повідомили значно більше. Реткліфф порушував тему можливої російської операції проти однієї з держав НАТО, а також питання підтримки росією Ірану. Axios повідомив, що директор ЦРУ також зондував можливість відновлення переговорів щодо України та проведення тристоронньої зустрічі Трамп–Зеленський–Путін. Після московських контактів американська сторона окремо поінформувала Київ. Зеленський це публічно підтвердив.

Далі відбулася ще одна показова подія. 5–6 вересня спеціальні представники Трампа Стів Віткофф і Джаред Кушнер спочатку провели переговори в москві, а потім прибули до Києва. Віткофф прямо заявив, що Трамп направив їх “перезапустити переговори”, а Кушнер говорив про бажання повернутися до тристороннього формату. Зеленський після зустрічі підтвердив, що обговорювалися результати розмов американців із російською стороною та можливість відновлення переговорного процесу.

21 вересня з’являється наступна ланка. В аеропорту Шеннон в Ірландії Зеленський зустрічається з Реткліффом. Обидва літаки перебували там на дозаправленні: Зеленський летів на Генеральну Асамблею ООН, директор ЦРУ повертався після переговорів із президентом Єгипту. Зміст їхньої розмови не розголошується. Reuters лише підкреслює, що зустріч відбулася менш ніж через місяць після московської місії Реткліффа, яка, за словами джерела агентства, стосувалася ситуації в Україні.

А вже 22 вересня Зеленський зустрівся з Трампом у Нью-Йорку. І тут з’являється перший конкретний результат усієї цієї дипломатичної активності. Українська сторона офіційно заявила, що президенти обговорювали кроки з деескалації, які можуть відкрити шлях до дипломатії, а також зимовий пакет ППО та виробництво ракет-перехоплювачів для Patriot в Україні.

Зеленський після 40-хвилинної зустрічі уточнив: Київ готовий до будь-якого формату взаємного припинення ударів по енергетичній інфраструктурі, але питання одностороннього припинення українських ударів по російських НПЗ не обговорювалося. Він також підтвердив готовність до тристоронньої зустрічі з Трампом і Путіним.

І процес на цьому не закінчився. 23 вересня держсекретар США Марко Рубіо має провести в Нью-Йорку переговори із Сергієм Лавровим. Тобто одночасно працюють щонайменше три канали: президентський, дипломатичний і розвідувальний.

Чи є все це одним ланцюгом?

У політичному та дипломатичному сенсі очевидно, що всі ці контакти відбуваються в межах ширшої американської спроби зрушити переговорний процес. Але немає доказів, що Реткліфф передавав Зеленському якесь “таємне послання Путіна” або що його московський візит був викликаний отриманням американською розвідкою інформації про неминучу нову фазу російської агресії.

Саме тут виникає небезпечна аналогія з 2021 роком.

У листопаді 2021 року директор ЦРУ Вільям Бернс також прибув до москви. Але тоді американська розвідка вже мала детальну картину підготовки росії до великого вторгнення. Сам Бернс пізніше пояснював: Байден направив його до Путіна, щоб продемонструвати, наскільки добре США бачать російські плани, і попередити про наслідки. Після переговорів Бернс, за його словами, повернувся ще більш занепокоєним.

Сьогодні такого рівня відкритого підтвердження немає.

Тому формула “Бернс прилітав у 2021 році перед вторгненням — Реткліфф прилетів у 2026-му — отже, готується нова велика війна” є класичною помилкою хибної аналогії. До неї легко додається confirmation bias — упередження підтвердження, коли ми починаємо помічати передусім ті факти, які підтверджують найгірший сценарій.

Але й недооцінювати значення цих подій не варто.

Особистий приїзд директора ЦРУ до столиці стратегічного противника — це не звичайний дипломатичний ритуал. Контакти між керівниками спецслужб можуть бути регулярними, але така місія зазвичай використовується тоді, коли необхідно безпосередньо перевірити наміри противника, передати стратегічне попередження, окреслити межі допустимого або провести переговори, які сторони не готові вести через публічну дипломатію.

Тому моя оцінка така.

Ми бачимо не доказ підготовки “нового 24 лютого”, а формування інтенсивного кризово-переговорного каналу США–росія–Україна. У ньому одночасно присутні дві складові: пошук можливості хоча б часткової деескалації та страхування від подальшого розширення війни.

Причому переговори відбуваються не на тлі затишшя. росія продовжує масштабні ракетно-дронові удари, Україна — далекобійні атаки по російській нафтовій та військовій інфраструктурі. Reuters також фіксує появу нових реактивних ударних БпЛА, які створюють додаткове навантаження на українську ППО.

Отже, ключове питання сьогодні вже не в тому, “чи повторюється 2021 рік?”.

Питання інше: чи створює Вашингтон канал для реальної контрольованої деескалації — чи водночас формує систему кризового зв’язку на випадок, якщо москва зробить ставку на подальше загострення.

Відповідь дадуть не фотографії Реткліффа і не витоки про закриті зустрічі. Її дадуть конкретні наступні кроки: позиція росії щодо енергетичного перемир’я, результат переговорів Рубіо–Лаврова, перспектива нового тристороннього формату та, найголовніше, реальна поведінка російських військ.

Саме за цим зараз і варто уважно стежити.

Усі — пошуки договорняка, а треба лише запинити Росію. Це цілком можливо й необхідно, але сильні світу цього просто не хочуть цього робити, бо…

І справді, ну, навіщо ж полохати Москву?! Бо ж що подумають у Кремлі?!

Нашу меншовартість, малоросійський синдром, сильні світу цього продовжують використовувати у своїх цілях.

А нас же майже СТО МІЛЬЙОНІВ на Землі, і щонайменше ОДИН МІЛЬЯРД людства підтримує нас у справедливій війні з Росією, а ми цим ніяк не можемо й — що дивно — не хочемо скористатися.

Зверніть увагу на цікаві цифри. В одних лише США понад 2/3 населення підтримують Україну. Дональд Трамп має підтримку трішечки більше половини, та й серед його прихильників більшість на боці України.

Отже, маємо ситуацію, яку неважко виправити, мобілізувавши сили, достатні для того, щоб Трамп висунув обіцяний ним же ще не так давно ультиматум Путіну: ТИ ЗАБИРАЄШСЯ ГЕТЬ З УКРАЇНИ або я ЗАДУШУ ТЕБЕ ТАРИФАМИ (САНКЦІЯМИ).

Путін контролює Трампа компроматом? Так Трамп уже й так настільки дискредитований по життю, що боятися ще якогось там додаткового компромату у його віці й статусі уже немає сенсу.

Хтось мудрий підказав би це йому…

RATCLIFFE, MOSCOW, AND ZELENSKYY: WHAT IS REALLY HAPPENING?

As of the morning of September 23, we are looking at more than just a single, unusual meeting between CIA Director John Ratcliffe and Zelenskyy in Ireland; rather, there is a whole series of American contacts with both Moscow and Kyiv. The most important thing, however, is to avoid turning this sequence of events into an appealing yet unsubstantiated conspiracy theory.

On August 25, Ratcliffe paid an unannounced visit to Moscow. This marked the first known trip to Russia by a CIA director since William Burns’s mission in November 2021. The Russian side confirmed that Ratcliffe met with the heads of Russian intelligence agencies but not with Putin. Sergei Naryshkin described the talks as “working-level” and declined to disclose their content.

At the same time, Reuters sources revealed significantly more details. Ratcliffe raised the issue of a potential Russian operation against a NATO state, as well as the matter of Russian support for Iran. Axios reported that the CIA director also sounded out the possibility of resuming negotiations regarding Ukraine and holding a trilateral meeting between Trump, Zelenskyy, and Putin. Following the contacts in Moscow, the US side separately briefed Kyiv. Zelenskyy publicly confirmed this.

Then, another noteworthy event took place. On September 5–6, Trump’s special representatives Steve Witkoff and Jared Kushner held talks in Moscow before arriving in Kyiv. Witkoff stated directly that Trump had sent them to “restart negotiations,” while Kushner spoke of a desire to return to a trilateral format. Following the meeting, Zelenskyy confirmed that they had discussed the outcomes of the Americans’ talks with the Russian side and the possibility of resuming the negotiation process.

The next link in the chain emerged on September 21. Zelenskyy met with Ratcliffe at Shannon Airport in Ireland. Both planes were there for refueling: Zelenskyy was en route to the UN General Assembly, while the CIA Director was returning from talks with the President of Egypt. The content of their conversation was not disclosed. Reuters merely highlighted that the meeting took place less than a month after Ratcliffe’s mission to Moscow—which, according to the agency’s source, concerned the situation in Ukraine.

Then, on September 22, Zelenskyy met with Trump in New York. This is where the first concrete result of all this diplomatic activity appeared. The Ukrainian side officially stated that the presidents discussed de-escalation steps that could pave the way for diplomacy, as well as a winter air defense package and the production of Patriot interceptor missiles in Ukraine.

After the 40-minute meeting, Zelenskyy clarified that Kyiv was open to any format for a mutual halt to strikes on energy infrastructure, but the issue of a unilateral halt to Ukrainian strikes on Russian oil refineries was not discussed. He also confirmed his readiness for a trilateral meeting with Trump and Putin.

The process did not end there, however. On September 23, U.S. Secretary of State Marco Rubio is scheduled to hold talks with Sergey Lavrov in New York. In other words, at least three channels are operating simultaneously: the presidential, the diplomatic, and the intelligence channels.

Are these all part of the same chain?

In political and diplomatic terms, it is evident that all these contacts are taking place within the framework of a broader U.S. effort to move the negotiation process forward. However, there is no evidence that Ratcliffe conveyed some “secret message from Putin” to Zelensky, or that his visit to Moscow was prompted by U.S. intelligence receiving information about an imminent new phase of Russian aggression.

This is precisely where a dangerous analogy with 2021 arises.

In November 2021, CIA Director William Burns also traveled to Moscow. However, at that time, US intelligence already possessed a detailed picture of Russia’s preparations for a full-scale invasion. Burns himself later explained that Biden had sent him to see Putin to demonstrate the extent of US insight into Russian plans and to warn of the consequences. By his own account, Burns returned from the talks even more concerned.

Today, there is no such level of open confirmation.

Therefore, the formula “Burns flew in during 2021 before the invasion; Ratcliffe flew in during 2026; ergo, a new major war is in the making” represents a classic case of a false analogy. This is easily compounded by confirmation bias—the tendency to notice primarily those facts that support a worst-case scenario.

Yet, the significance of these events should not be underestimated.

A personal visit by the CIA Director to the capital of a strategic adversary is no ordinary diplomatic ritual. While contacts between intelligence chiefs may be routine, a mission of this nature is typically employed when it is necessary to directly gauge an adversary’s intentions, deliver a strategic warning, define the limits of what is permissible, or conduct negotiations that the parties are unwilling to pursue through public diplomacy.

My assessment, therefore, is as follows.

What we are witnessing is not evidence of preparations for a “new February 24,” but rather the establishment of an intensive crisis-negotiation channel involving the US, Russia, and Ukraine. It involves two simultaneous components: the search for a way to achieve at least partial de-escalation and the need to guard against further expansion of the war.

Moreover, these negotiations are not taking place against a backdrop of calm. Russia continues to launch large-scale missile and drone strikes, while Ukraine carries out long-range attacks on Russian oil and military infrastructure. Reuters has also reported the appearance of new jet-powered attack drones, which place additional strain on Ukrainian air defenses.

Thus, the key question today is no longer whether “2021 is repeating itself.”

The real question is whether Washington is establishing a channel for genuine, controlled de-escalation—or simultaneously setting up a crisis communication system for a scenario where Moscow opts for further escalation.

The answer will not come from photos of Ratcliffe or leaks about closed-door meetings. It will be revealed by concrete subsequent steps: Russia’s stance on an energy truce, the outcome of the Rubio-Lavrov talks, the prospects for a new trilateral format, and—most importantly—the actual behavior of Russian troops.

That is precisely what requires close monitoring right now.

THREE CHANNELS OF FUSSING AROUND: PRESIDENTIAL, DIPLOMATIC, AND INTELLIGENCE

They are all about seeking a backroom deal, whereas the only thing needed is to stop Russia. This is entirely possible and necessary, yet the world’s powers simply do not want to do it, because…

Indeed—why scare Moscow? After all, what would they think in the Kremlin?!

The world’s powers continue to exploit our sense of inferiority—our “Little Russian syndrome”—for their own ends.

Yet there are nearly a hundred million of us on Earth, and at least a billion people worldwide support us in our just war against Russia; meanwhile, we somehow cannot—and, strangely enough, do not want to—capitalize on this.

Consider these interesting figures: in the US alone, over two-thirds of the population support Ukraine. Donald Trump enjoys the support of just over half the electorate, and even among his own backers, the majority sides with Ukraine.

We are thus facing a situation that could easily be rectified by mobilizing enough strength to ensure Trump issues the ultimatum to Putin that he himself promised not so long ago: “GET OUT OF UKRAINE, or I WILL CRUSH YOU WITH TARIFFS (SANCTIONS).”

Does Putin control Trump with kompromat (compromising material)? Trump is already so thoroughly discredited that, at his age and status, there is no point in fearing any additional compromising material. Someone wise ought to point this out to him…
