UKRAINE IS BEING PUSHED TOWARDS ELECTIONS
Elections in the time of war? President is not legitimate?
Some Western leaders have begun directly calling for Ukraine to hold elections—a stance that comes across as tone-deaf to Ukrainians and, intentionally or not, plays into Russia’s narrative.
1. Ukrainian legislation does not allow it
While the Constitution does not explicitly forbid elections during wartime, Ukraine’s election law does. Changing this law would require a parliamentary majority, which is unlikely to happen. Even opposition parties agree that elections should not take place while the war is ongoing.
2. President is legitimate
Under Ukrainian law, the sitting president remains in power until a new one is elected and takes office. Whether five or seven years have passed since the last election, the current president’s legitimacy is upheld by law.
3. No-one can guarantee safety
During an active war, ensuring the safety of voters is impossible. Given Russia’s track record of using war crimes as a weapon, there is every reason to believe it would deliberately target polling stations to create chaos and undermine the legitimacy of Ukraine’s leadership.
4. No large-scale participation, no democracy
Most of the country is targeted by Russian missiles; a fifth of the country is occupied. People are not able to make it to the voting booths in regions that are under constant shelling or that have been widely destroyed. Is it really a democratic election when half of the people cannot express their free will?
5. No international observation, no democracy
Can you imagine, in the time of active war, having international observers in all 25 000+ polling stations all over Ukraine? Right, I don´t either. No observers, no legitimacy.
6. No full representation, no democracy
Over 5 million people have migrated, and hundreds of thousands are deported. Most of them will not be able to conveniently vote.
7. People do not want elections in the time of the war
Most importantly, public opinion reflects this reality. According to various polls, over 70% of Ukrainians oppose holding elections during the war. They support elections after the war—but not while fighting continues. Meanwhile, more than half of the population still trusts the current president.
So it is really manipulative to discuss elections in the time of the active stage of the war. As well as it is Russian narrative to question the legitimacyof the President. Elections after the war—yes, of course, elections are fundamental to democracy.

Вибори під час війни? Президент не легітимний?
Деякі західні лідери почали прямо закликати Україну провести вибори — позиція, яка виглядає глухою для українців і, навмисно чи ні, грає в наративі Росії.
1. Українське законодавство не дозволяє
Хоча Конституція прямо не забороняє вибори під час війни, український закон про вибори забороняє це. Для зміни цього закону потрібна парламентська більшість, що навряд чи відбудеться. Навіть опозиційні партії погоджуються, що вибори не мають відбуватися, поки триває війна.
2. Президент легітимний
Згідно з українським законодавством, чинний президент залишається при владі до обрання та вступу на посаду нового. Незалежно від того, минуло п’ять чи сім років після останніх виборів, легітимність чинного президента підтримується законом.
3. Ніхто не може гарантувати безпеку
Під час активної війни забезпечити безпеку виборців неможливо. Враховуючи досвід використання Росією військових злочинів як зброї, є всі підстави вважати, що вона навмисно націлиться на виборчі дільниці, щоб створити хаос і підірвати легітимність керівництва України.
4. Немає широкомасштабної участі — немає демократії
Більша частина країни є ціллю російських ракет; п’ята частина країни окупована. Люди не можуть потрапити до кабінок для голосування в регіонах, які постійно обстрілюються або зазнали значних руйнувань. Чи справді це демократичні вибори, коли половина людей не може волевиявлення?
5. Ні міжнародного спостереження, ні демократії
Ви можете собі уявити, що під час війни міжнародні спостерігачі будуть на всіх 25 000+ виборчих дільницях по всій Україні? Так, я теж ні. Ні спостерігачів, ні легітимності.
6. Немає повного представництва — немає демократії
Понад 5 мільйонів людей мігрували, а сотні тисяч депортовані. Більшість із них не зможуть зручно проголосувати.
7. Люди не хочуть виборів під час війни
Найголовніше, що громадська думка відображає цю реальність. Згідно з різними опитуваннями, понад 70% українців виступають проти проведення виборів під час війни. Вони підтримують вибори після війни, але не під час війни. Тим часом більше половини населення досі довіряє чинному президенту.
Тому говорити про вибори під час активної фази війни справді маніпулятивно. Крім того, це російський наратив – ставити під сумнів легітимність президента. Вибори після війни — так, звичайно, вибори є фундаментальними для демократії.
