There is no prohibition on using Russian in Ukraine. Period. Ukraine’s laws require that all citizens have to know and to use where it required (sic!) by laws Ukrainian as the state language. Period. Unfortunately, ethnic Russians or pretending to be ethnic Russians intentionally ignore this simple rule common to all civilized countries.
