THE ETERNAL VICTIM
This week the article “The Eternal Victim” [Het eeuwige slachtoffer] by Jeroen Zuallaert was published in the Flemish weekly Knack. It discusses the pros and cons of peace negotiations between Russia and Ukraine. In this context, I was given the opportunity to formulate some thoughts on this matter.
The problem with peace negotiations with Russia is multifaceted. Firstly, there is the question of whether one should negotiate with an aggressor who disregards all international rules. Secondly, the question remains who determines the timing and agenda of such negotiations, and what concessions and compromises is one willing to accept to reach a solution. The tension between “peace” and “justice” plays a significant role here. Can we also assume Russia is interested in “serious negotiations” where a genuine solution to its initiated conflict is sought?
Russia, which is accustomed to negotiating from a position of power, has demonstrated in the recent past that peace negotiations with the Kremlin are highly problematic. Abuse of trust, lies, deception, and the well-known but annoying victim role are part of the Kremlin’s negotiating strategies.
However, this does not mean that peace negotiations are impossible. Black swans that force the warring parties to come to the negotiating table are never excluded. Negotiating is not purely a moral issue but often a practical matter.
The tragedy of this war, however, is that Putin’s decision to go to war resulted in losing all trust in the Russian establishment. In addition, the physical, psychological, and moral wounds inflicted on the Ukrainian side are deep, immeasurably deep. Regaining trust and processing trauma will therefore take time, much time…

ВІЧНА ЖЕРТВА
Цього тижня у фламандському тижневику Knack була опублікована стаття Йерона Зуалларта «Вічна жертва» [Het eeuwige slachtoffer]. У ньому обговорюються плюси і мінуси мирних переговорів між Росією та Україною. У цьому контексті мені дали можливість сформулювати деякі думки з цього приводу.
Проблема мирних переговорів з Росією багатогранна. По-перше, постає питання, чи варто вести переговори з агресором, який нехтує всіма міжнародними нормами. По-друге, залишається відкритим питання, хто визначає час і порядок денний таких переговорів, на які поступки та компроміси готовий піти для досягнення рішення. Напруга між «миром» і «справедливістю» відіграє тут значну роль. Чи можемо ми також припустити, що Росія зацікавлена у «серйозних переговорах», де шукається справжнє вирішення конфлікту, який вона розпочала?
Росія, яка звикла вести переговори з позиції сили, нещодавно продемонструвала, що мирні переговори з Кремлем є дуже проблематичними. Зловживання довірою, брехня, обман і відома, але прикра роль жертви є частиною переговорної стратегії Кремля.
Однак це не означає, що мирні переговори неможливі. Чорні лебеді, які змушують ворогуючі сторони сісти за стіл переговорів, ніколи не виключаються. Ведення переговорів – це не суто моральне питання, а часто практичне.
Однак трагедія цієї війни полягає в тому, що рішення Путіна розпочати війну призвело до втрати довіри до російського істеблішменту. Крім того, фізичні, психологічні та моральні рани, завдані українській стороні, глибокі, незмірно глибокі. Відновлення довіри та переробка травми займе час, багато часу…
