IFJ SUSPENDED RUJ MEMBERSHIP
The RUJ’s membership was suspended, with immediate effect, after the Executive endorsed a “provisional decision to expel”, the maximum sanction under the Executive’s powers for acting “in a manner contrary to the principles or objects…..of the Federation”.
The decision was taken following an investigation in to the conduct of the RUJ since Russia’s invasion of Ukraine and the formation of RUJ branches in annexed Ukrainian territories – a step the union refused to reconsider.
Under IFJ rules, only the Federation’s global Congress can take a final decision to expel an affiliate but under Rule 16 “a provisional decision to expel a member may be made by the Executive Committee after a proper investigation of the circumstances and provided two-thirds of committee members present vote to do so. Any such decision shall be notified immediately to the member in question. The member may appeal against the decision to the next Congress, which shall confirm or reverse the decision, but in the meantime the member shall be suspended from membership”.
The suspension was confirmed to the RUJ.
IFJ President Dominique Pradalié said: “The IFJ is an organization built on international solidarity, on principles of cooperation between member unions and respect for the rights of all journalists. The Russian Union of Journalists’ actions in establishing four branches in the annexed Ukrainian territories have clearly shattered this solidarity and sown divisions among sister unions.
“There are those who say we should have acted faster. For us, it is also important that we acted strictly according to our rules and constitution which ensures no affiliate is subject to arbitrary abuses of power. We have had a complaint, it has been investigated and, based on the facts, we have acted by excluding the RUJ.
It is urgent we now find ways to continue to support those independent journalists inside and outside Russia who are at risk or need assistance, continue to deliver solidarity to our two Ukrainian affiliates and to engage with the four affiliates who announced they would resign their IFJ membership and those who have been critical to ensure we focus our efforts on building the strongest possible voice for journalists and media freedom.”

МФЖ ПРИПИНИЛА ЧЛЕНСТВО СЖР
Членство RUJ було призупинено з негайним набранням чинності після того, як Виконавчий орган ухвалив «тимчасове рішення про виключення», максимальну санкцію в рамках повноважень Виконавчого органу за дії, які «суперечать принципам або цілям… Федерації».
Рішення було прийнято після розслідування поведінки RUJ після вторгнення Росії в Україну та формування осередків RUJ на анексованих українських територіях – крок, який профспілка відмовилася переглядати.
Згідно з правилами IFJ, лише Всесвітній Конгрес Федерації може прийняти остаточне рішення про виключення члена, але відповідно до Правила 16 «попереднє рішення про виключення члена може бути прийняте Виконавчим комітетом після належного розслідування обставин і за умови двох третин членів. присутні члени комітету голосують за це. Про будь-яке таке рішення необхідно негайно повідомити відповідного члена. Член може оскаржити рішення до наступного Конгресу, який підтвердить або скасує рішення, але тим часом члена буде призупинено з членства».
Призупинення підтвердили RUJ.
Президент IFJ Домінік Прадаліє сказав: «IFJ — це організація, побудована на міжнародній солідарності, на принципах співпраці між профспілками-членами та поваги до прав усіх журналістів. Дії Спілки журналістів Росії зі створення чотирьох осередків на анексованих українських територіях явно порушили цю солідарність і посіяли розкол між братськими спілками.
«Є ті, хто каже, що ми повинні були діяти швидше. Для нас також важливо, щоб ми діяли суворо згідно з нашими правилами та конституцією, які гарантують, що жодна філія не піддається свавільному зловживанню владою. У нас була скарга, вона була розслідувана, і, спираючись на факти, ми діяли, виключивши RUJ.
Нам терміново необхідно знайти способи продовжувати підтримувати тих незалежних журналістів у Росії та за її межами, які перебувають у зоні ризику або потребують допомоги, продовжувати виявляти солідарність з нашими двома українськими філіями та співпрацювати з чотирма філіями, які оголосили про вихід із членства в МФЖ. і тих, хто відіграв важливу роль у забезпеченні того, щоб ми зосередили наші зусилля на створенні найсильнішого можливого голосу для журналістів і свободи ЗМІ».

The International Federation of Journalists, as far as we know, is the first international organization that has revoked Russia’s membership.
Of course, this annoyed the Russia’s Union of Journalists, whose head, Vladimir Solovyov (yes, the same one!) declared that “the International Federation violated its own constitution, suspended the membership of the SJR.”
So far, the Union of Bulgarian Journalists has come to the defense of RUJ, whose head stated that such a move by the IFJ is undemocratic.
So, the process of excluding Russia from international organizations has begun. Even with a year’s delay, the world is beginning to realize the consequences of Russia’s war against Ukraine and to implement one of the demands of the Appeal initiated by the Ukrainians Worldwide Movement Organizing Committee dated March 12, 2022.

Міжнародна Федерація Журналістів, наскільки нам відомо, є першою міжнародною орґанізацією, яка позбавила членства Росію.
Звичайно, це роздратувало Союз журналістів Росії, голова якого Владімір Соловйов (так, той самий!) заявив, що «Международная федерация нарушила собственный устав, приостановив членство СЖР».
Наразі на захист СЖР виступила Спілка болгарських журналістів, голова якої заявила, що такий крок МФЖ є недемократичним.
Отже, процес виключення Росії з міжнародних організацій розпочався. Хай і з запізненням на цілий рік, світ починає усвідомлювати наслідки війни Росії проти України й утілювати в життя одну із вимог Звернення, ініційованого Організаційним Комітетом Руху Світового Українства від 12 березня 2022 року.
