Budanov confirmed the GUR’s ability to wiretap Russian top brass. In my opinion, this is not a comment, but a certain signal. The statement by the head of the GUR, Kirill Budanov, that Ukrainian intelligence has the ability to wiretap high-ranking Russian officials is not informing the public. This is a public shot with a silencer, aimed at three audiences at once: the Kremlin, partners, and its own security system.

1. Signal to the Kremlin: “you lost your privacy”

Budanov does not name names, but the context is transparent: after the content of the Ushakov-Dmitriev negotiations was made public, the Kremlin system is nervous. When the head of Ukrainian intelligence only smiles in response and says: “Yes, we can. We get money for it,” this means:
