A Joint Statement by Macron, Starmer, Tusk, Merz, and Zelenskyy
The leaders of the free world — President Zelenskyy, French President Macron, British Prime Minister Starmer, Polish Prime Minister Tusk, and German Chancellor Merz — made a joint statement after the meeting in Kyiv.
They agreed that, starting Monday, May 12, there must be a full and unconditional ceasefire for at least 30 days.
They agreed that, by definition, an unconditional ceasefire cannot be subject to any conditions. Should russia impose such conditions, this will be considered an attempt to prolong the war and undermine diplomacy.
They demanded that the ceasefire be comprehensive — in the air, at sea, and on land.
They emphasized that this requires effective monitoring, which can only be successfully implemented in close coordination with the United States.
They agreed that the ceasefire should last for at least 30 days to create space for diplomacy. During this period, diplomatic efforts should focus on defining the security, political, and humanitarian foundations of peace.
They welcomed the fact that the call for a ceasefire and meaningful negotiations is supported by both Europe and the United States.
They underlined the critical importance of strengthening Ukraine’s Defense and Security Forces as the primary guarantee of Ukraine’s sovereignty and security. A key component of Ukraine’s security guarantees must also include a guarantor force.
They agreed that if russia refuses a full and unconditional ceasefire, tougher sanctions should be imposed on its banking and energy sectors, targeting fossil fuels, oil, and the shadow fleet.
They agreed to adopt a robust 17th EU sanctions package and to coordinate it with the sanctions introduced by the United Kingdom, Norway, and the United States.
They also agreed to continue working on the effective use of frozen russian assets and to discuss this matter at the upcoming G7 summit.
They expressed their readiness to continue strengthening Ukraine’s defense, especially its army. This includes funding for defense resilience and investments in arms production both in Ukraine and in European countries as part of joint projects.

Спільна заява Макрона, Штармера, Туска, Мерца та Зеленського
Лідери вільного світу – президент Зеленський, президент Франції Макрон, прем’єр-міністр Великої Британії Штармер, прем’єр-міністр Польщі Туск та канцлер Німеччини Мерц – зробили спільну заяву після зустрічі в Києві.
Вони домовилися, що, починаючи з понеділка, 12 травня, має бути повне та безумовне припинення вогню тривалістю щонайменше 30 днів.
Вони домовилися, що, за визначенням, безумовне припинення вогню не може бути підпорядковане жодним умовам. Якщо Росія висуне такі умови, це буде розглядатися як спроба продовжити війну та підірвати дипломатію.
Вони вимагали, щоб припинення вогню було всеохопним – у повітрі, на морі та на суші.
Вони наголосили, що це вимагає ефективного моніторингу, який може бути успішно реалізований лише у тісній координації зі Сполученими Штатами.
Вони домовилися, що припинення вогню має тривати щонайменше 30 днів, щоб створити простір для дипломатії. Протягом цього періоду дипломатичні зусилля повинні бути зосереджені на визначенні безпекових, політичних та гуманітарних основ миру.

Вони погодилися, що якщо Росія відмовиться від повного та безумовного припинення вогню, проти її банківського та енергетичного секторів мають бути запроваджені жорсткіші санкції, спрямовані на викопне паливо, нафту та тіньовий флот.
Вони погодилися прийняти потужний 17-й пакет санкцій ЄС та узгодити його із санкціями, запровадженими Великою Британією, Норвегією та Сполученими Штатами.
Вони також погодилися продовжити роботу над ефективним використанням заморожених російських активів та обговорити це питання на майбутньому саміті G7.
Вони висловили готовність продовжувати зміцнювати оборону України, особливо її армію. Це включає фінансування оборонної стійкості та інвестиції у виробництво озброєнь як в Україні, так і в європейських країнах у рамках спільних проектів.

What the free world can and should do if it is truly free
The leaders of the free world like to make loud statements that increasingly remain just statements. What is needed are real and decisive actions that would be reduced to concrete steps. They were not done three years ago, two years ago, a year ago… It is not too late to do them now. Here are the steps that have already been proposed to President Trump:
1. Give Putin 24 hours to completely cease hostilities.
2. Urge Putin to withdraw all his troops from the territory of Ukraine within 30 days. Down to the last soldier.
3. Bring Putin to the negotiating table with Ukraine with an agenda of compensation for the damages inflicted on Ukraine and the Ukrainian people during the years not only of the full-scale invasion, but also during all the years of Ukraine’s independence.
4. Prepare the ground for a war crimes tribunal and to put on trial all those involved in this war from Russia, Ukraine and other countries.
5. Start preparing world public opinion for the final collapse of the Russian Federation as an empire.
Such actions by the leaders of the free world will demonstrate the ability of these leaders to be men of principle, and will show the free world’s determination and ability to overcome evil that should have no place on Earth.

Що може і повинен зробити вільний світ, якщо він справді вільний
Лідери вільного світу люблять робити гучні заяви, які усе більше й більше залишаються просто заявами. Потрібні реальні й рішучі дії, які зводилися б до конкретних кроків. Їх не було зроблено три роки тому, два роки роки тому, рік тому… Не пізно їх зробити й тепер. Ось ці кроки, уже запропоновані президентові Трампові:
1. Дати Путінові 24 години на повне припинення бойових дій.
2. Спонукати Путіна упродовж 30 днів вивести з території України усі свої війська. До останнього солдата.
3. Посадити Путіна за стіл переговорів з Україною з порядком денним про відшкодування збитків завданих Україні й українському народові за роки не тільки повномасштабного вторгнення, а й за всі роки незалежності України.
4. Підготувати грунт для трибуналу над воєнними злочинцями і посадити на лаву підсудних усіх причетних до цієї війни з боку Росії, України та інших країн.
5. Почати готувати світову громадську думку до остаточного розпаду РФ як імперії.
Такі дії з боку лідерів вільного світу продемонструють здатність цих лідерів бути людьми принципів, а вільному світові — продемонструвати свою рішучість і спроможність побороти зло, якому не повинно бути місця на Землі.
