CRIMEA DECLARATION

The U.S. position regarding the annexation of Crimea by Russia

One can read in the social media something like this:

“Trump is reportedly considering a Ukraine “peace plan” that would create an 800-mile buffer zone along the frontlines, patrolled by European troops from the UK, Germany, and France.

Under this plan, Ukraine would pause its NATO ambitions for 20 years in exchange for continued US military aid, though the US would neither send troops nor directly fund the buffer zone mission.

The is exactly what I mean by the “dirty” deal. If this goes ahead, would US provide security guarantees to Ukraine? What do you think?”

In connection with Donald Trump’s election as the U.S. president and talks about the end of Russia’s war against Ukraine, the opinion that the United States will force Ukraine to cede territories to Russia, in particular Crimea, is actively spreading. On this occasion, we publish the statement of the US State Department dated July 25, 2018:

Russia, through its 2014 invasion of Ukraine and its attempted annexation of Crimea, sought to undermine a bedrock international principle shared by democratic states: that no country can change the borders of another by force. The states of the world, including Russia, agreed to this principle in the United Nations Charter, pledging to refrain from the threat or use of force against the territorial integrity or political independence of any state. This fundamental principle — which was reaffirmed in the Helsinki Final Act — constitutes one of the foundations upon which our shared security and safety rests.

As we did in the Welles Declaration in 1940, the United States reaffirms as policy its refusal to recognize the Kremlin’s claims of sovereignty over territory seized by force in contravention of international law. In concert with allies, partners, and the international community, the United States rejects Russia’s attempted annexation of Crimea and pledges to maintain this policy until Ukraine’s territorial integrity is restored.

The United States calls on Russia to respect the principles to which it has long claimed to adhere and to end its occupation of Crimea. As democratic states seek to build a free, just, and prosperous world, we must uphold our commitment to the international principle of sovereign equality and respect the territorial integrity of other states. Through its actions, Russia has acted in a manner unworthy of a great nation and has chosen to isolate itself from the international community.

Позиція США щодо анексії Росією Криму

У соцмережах можна прочитати приблизно таке:

“Повідомляється, що Трамп розглядає «мирний план» щодо України, який передбачає створення 800-мильної буферної зони вздовж лінії фронту, яку б патрулювали європейські війська з Великобританії, Німеччини та Франції.

Згідно з цим планом, Україна призупинить свої амбіції щодо НАТО на 20 років в обмін на продовження військової допомоги США, хоча США не будуть ані надсилати війська, ані безпосередньо фінансувати місію буферної зони.

Це саме те, що я маю на увазі під “брудна” угода. Якщо це відбудеться, чи США нададуть гарантії безпеки Україні? Що ви думаєте?»

У звʼязку із обранням Дональда Трампа на президента США і розмовами про припинення війни Росії проти України активно мусується думка про те, що США змусять Україну поступитися Росії територіями, зокрема Кримом. При цій нагоді публікуємо заяву Держдепартаменту США від 25 липня 2018 року:

Через вторгнення в Україну в 2014 році та спробу анексії Криму Росія намагалася підірвати основоположний міжнародний принцип, який поділяють демократичні держави: жодна країна не може змінювати кордони іншої силою. Держави світу, включаючи Росію, погодилися з цим принципом у Статуті Організації Об’єднаних Націй, зобов’язавшись утримуватися від загрози силою або її застосування проти територіальної цілісності чи політичної незалежності будь-якої держави. Цей фундаментальний принцип, підтверджений у Гельсінкському заключному акті, є однією з основ, на яких тримається наша спільна безпека.

Як ми зробили в Декларації Веллса в 1940 році, Сполучені Штати знову підтверджують свою політику своєї відмови визнати претензії Кремля на суверенітет над територією, захопленою силою всупереч міжнародному праву. Разом із союзниками, партнерами та міжнародним співтовариством Сполучені Штати відкидають спробу Росії анексувати Крим і зобов’язуються продовжувати цю політику до відновлення територіальної цілісності України.

Сполучені Штати закликають Росію поважати принципи, дотримання яких вона давно стверджує, і припинити окупацію Криму. Оскільки демократичні держави прагнуть побудувати вільний, справедливий і процвітаючий світ, ми повинні підтримувати нашу відданість міжнародному принципу суверенної рівності та поважати територіальну цілісність інших держав. Своїми діями Росія вчинила негідно великої нації та вирішила ізолюватися від міжнародної спільноти.
