Peter Dickinson of Atlantic Council is right by bringing to our attention that ‘International headlines asking the question “will Putin invade Ukraine?” underline the success of Russia’s information warfare. In reality, Putin has already invaded Ukraine and any fresh attack would be an escalation of his existing eight-year war against the country’.

P. Dickinson is right. Unfortunately the international community in general does nothing to solve this very serious security issue for Europe and actually for the entire world.

Ukraine was fooled by Budapest Memorandum. Russian aggression against Ukraine is being discussed in Normandy format started by occasion and definitely doesn’t work.

Nobody initiated even onetime summit in Budapest Memorandum format and, of course, nobody even think to look beyond this point to The Helsinki Final Act, an agreement signed by 35 nations that concluded the Conference on Security and Cooperation in Europe, held in Helsinki, Finland. The multifaceted Act addressed a range of prominent global issues and in so doing had a far-reaching effect on the Cold War and U.S.—Soviet relations.

This is what Moscow violated first of all! Not the Budapest Memorandum, but Security and Cooperation in Europe treaty.

Prof. Dr. Volodymyr Ivanenko is the one and only who is talking about switching from Normandy to Budapest format and — what’s even more important — about initiating Helsinki-2 process.
